Policy Planning

The Policy Planning division sets the long range policy framework for the Town by making sure growth is well planned and managed as part of building a complete community. This is done by reviewing development applications to ensure adherence to the visions of the Town, developing land use plans, finding opportunities to advance affordable housing and the diversification of housing options, conducting reviews of key planning documents like the Official Plan and the Zoning By-law, and analyzing demographic changes.

Comprehensive Zoning By-law Review

  • In January of 2024, the Town of Aurora Council adopted the Town’s Updated Official Plan. It was subsequently approved by the Region of York in May 2024. As per the Planning Act, R.S.O. 1990, the Town’s Comprehensive Zoning By-law must be updated to conform to the newly adopted and approved Official Plan. The Town is currently working on the Comprehensive Zoning By-law Review to ensure that the Zoning By-law aligns with the Official Plan while also reflecting up-to-date development standards.

Yonge Street South Secondary Plan Area (OPA 34) Land Use Study

The town is undertaking a land use study related to development standards of the Yonge Street Regional Corridor within the Yonge Street South Secondary Plan Area (OPA 34). The study will be used to evaluate matters including building height, built-form, massing, and density and unit permissions for this portion of the Regional Corridor. The land use study will be used to inform any potential Official Plan Amendments as required.

Affordable Housing Action Plan and Action Items

  • The Affordable Housing Action Plan was endorsed by Council in December of 2024. The Plan lays out 29 action items to guide local decision-making on affordable housing. The Plan has been framed around six key objectives:
    • Increase Housing Supply
    • Promote Housing Affordability and Stability
    • Ensure Complete Community Growth
    • Streamline Approvals
    • Enhance Partnerships
    • Continually Monitor, Assess and Educate

The Downtown Community Planning Permit By-law is a planning tool that consolidates Zoning, Site Plan, and Minor Variance applications into one streamlined approval process. The By-law was approved by Council in 2026 and will be used as a tool to proactively guide future growth and development within Downtown Aurora.

The development application process for the CPP By-law has the following steps:

Step 1: Pre-consultation with staff
Step 2: Submission of a complete CPP application
Step 3: Review and Circulation of the application
Step 4: Decision within the required 45-day timeline (can include conditions)
Step 4: Fulfillment of Conditions and Final Approval Issuance
Step 5: Applicant proceeds to Building Permit process
